HIRING – NCAS-M Director


Howard University (HU) invites applications for the position of Director of the NOAA Cooperative Science Center for Atmospheric Sciences and Meteorology (NCAS-M) at the rank full professor (associate professor considered).  The appointment of a new director of NCAS-M is an opportunity to lead a 13-member academic and research consortium of international reputation that supports NOAA mission science in weather, climate, and atmospheric sciences.  NCAS-M is the largest multi-disciplinary research program on the HU campus. 

This is an outstanding opportunity for a creative leader to be a part of a growing program in atmospheric and environmental sciences within the University, while supporting NOAA’s vision to diversify its technical workforce.  This individual must be committed to advancing diversity with innovative ideas concerning the recruitment, development, and retention of underrepresented minorities in the domestic technical workforce.  The new director is expected to elevate the visibility and performance of NCAS-M as a national resource for atmospheric sciences talent, research products and applications, and strengthen the institution’s mission and ability to serve its students and the global community.

We seek applicants who can lead a Center known for: 

  • Interdisciplinary scientific research for building resilient and healthy communities against weather extremes;
  • Research contributions that directly impact the National Weather Service operational forecast models and operational forecast products on national and global scales;
  • Robust and extensive collaborations with NOAA and NOAA stakeholders in industry, federal and state partners, and non-profits; and
  • Increasing the number of African-American and Latinx PhDs in Atmospheric Sciences. Nationally, 50% percent of African-Americans and 30% of Latinx with PhDs in Atmospheric Sciences graduate from HU.

Duties of the Center Director include:

  • Serve as an executive leader, including managing, planning, coordinating, organizing, implementing, reporting and monitoring the Center’s finances;
  • Oversight and provision of critical input for student education programs, development of strategies to enhance recruitment, retention, training, and professional development to yield desired NOAA mission workforce outcomes;
  • Leadership of the Center’s engagement with the University administration and NOAA’s senior leadership and stakeholders, as well as faculty and staff recruitment, development, retention, resource attainment, and financial management; and
  • Management of a diverse, multi-institutional group of faculty, staff, postdocs, and students.


  • Doctorate or terminal degree from an accredited institution in NOAA mission-related sciences; PhD in atmospheric sciences or meteorology preferred;
  • Strong record of professional accomplishments and scholarship that meet the qualifications for appointment to the rank of full professor (associate professor considered) in the College of Arts and Sciences (COAS);
  • Demonstrated ability to manage large complex awards;
  • Evidence of a commitment to, and success securing external funding, knowledge and experience working for or with NOAA and other federal agencies with science agendas that focus on atmospheric sciences or meteorology; and
  • Credentials and experience of successfully leading multidisciplinary teams in NOAA mission-related post-secondary education, STEM, natural resources management and policy.
